Aspen Grove, subdivision development with 168 homes off Pleasant View Road and Boat Factory Road has been proposed by Developer Bill Hall.    If approved construction is expected to begin on the properties off Pleasant View Road nearest to utility connections at Pleasant View Community Park, with subdivision completion connecting to Boat Factory Road.   *Photos of proposed development provided below.  

According to Building Commissioner Mark Goins, the preliminary plans have been submitted and they anticipate submission of construction plans in March. If Aspen Grove’s Proposed Preliminary Platt and Construction Plan meet city requirements, gaining required approvals, a master plan will have to be submitted and approved before construction of the development can begin.

Hall stated in previous meetings, depending on the market, the subdivision could take up to eight years to reach completion.  Construction of Aspen Grove will be divided into four phases and would provided 168 residential homes comparable to neighboring subdivisions West Ridge and Town Pride.  It would include updated amenities such as underground utilities, streetlights and sidewalks.

October 2016 Hall proposed “The Willows”, a Residential Planning Unit Development consisting of town homes and patio homes located adjacent to Pleasant View Community Park. The Willows development did not receive community support nor rezoning requirement approvals, much to the delight of many local residents.

The proposed development of Aspen Grove has many community residents coming forth in opposition of the subdivision.

Statements consistently vocalized, during public forum of town hall meetings, is Pleasant View Road and boat factory road are substandard with narrow shoulders lacking options for emergency personnel to maneuver, increased traffic will impose problems and additional homes would substantiate current overcrowding issues.

Several local residents adamantly stated growth in Pleasant View wasn’t needed nor welcomed.

Although several residents oppose any new growth, others aren’t against growth in the right location, if infrastructure improvements were made prior to new developments being constructed.

Pleasant View Board of Zoning and Appeals, Planning Commission and Board of Mayor and Alderman are unable to deny developers the right to development if their plans are in line with the city’s regulations, ordinances and required specifications.

Currently the city budget lacks the necessary funding to make improvements to Pleasant View Road prior to construction of the proposed “Aspen Grove” development. Additional rooftops, Mayor Perry Keenan has explained, could generate options for increased revenue, providing the needed funding for improvements.
